The Illinois Housing Development Agency (IHDA) runs programs to assist homeowners who have underwater mortgages or need help paying for mortgages.  The "Hardest Hit" Program gives up to $35,000 in federal mortgage assistance and the "I-Refi" program helps those who are underwater and offers up to $50,000 for those who meet income and other requirements.
